Business Challenge

The mission of the CEC-Directorate General for Fisheries and Maritime Affairs is to ensure the delivery of the Commission's political priorities in the areas of fisheries, the Law of the Sea and Maritime Affairs.

The business objectives of the FIDES project were to:

  • develop a one-stop system to automate the management of fishery data using Internet technologies;
  • using a technology accessible by national administrations in the EU Member States and the European Commission;
  • offering a wide range of telecommunications alternatives such as web, email and file transfer;
  • integrate data formatted in national based formats.

Technical Goals

  • provide a state-of-the-art architecture;
  • develop and deploy a scalable system in order to support heavy workload;
  • develop a format-independant parsing engine to accept the different file formats of Member States reports;
  • develop a centralised authentication mechanism for Member States users independant of the telecommunications media used;
  • integrate the solution within the Fisheries DG environment;
  • ensure corrective and evolutive maintenance over three years;

Solutions Applied

Dixite developped and maintained FIDES. Based on a system prototype developped previously, Dixite specified the User and Technical requirements in URD. Related to data, conceptual and physical data models were designed and as well as an independant pivot data format.

In order to ensure proper authentication, an centralised Identity Management System was specified and deployed using LDAP technologies. In order to ensure the thight technical objectives, Dixite designed the system using an object oriented approach using Java as the programming language for the Fides II server.

Over three years, our AfterCare service has been realised in order to complement the system with features including an administration and statistical reporting system.
